The second vent line should run to the "out" side of the fuel filter. Your fuel filter should have two ports on one side of it; one goes to the carb and the other to the vent on the gas tank. When running at idle the pressure jumps to 80 psi, oscillating between 75 and 85. Disconnecting the vacuum line to the regulator has no effect on the pressure. Heated them with a heat gun to bend them to shape and install the new Dorman quick disconnects. The pressure line has a 5/16” quick disconnect and the return is an odd 3/8” quick disconnect that steps down to a 5/16” line. A 89 yj with a 4.0 aw4 sye out of an 92xj. Now the hard part is done time to get it up in the air just a bit. Working on 8.8 with 3.73 and lsd for the rear. and new D30 hp with 3.73 . If you used a mechanical fuel pump. Then it would have to be one for a SBC. The old Jeep's with carbs used a mechanical pump that wouldn't fit on a SBC. Sense it's a 95, if the stock pump in the tank is still functional then you just need a pressure reducer specific for carbs.
