Usually they will start moving when I begin lowering the tailgate but not always. If they dont start they always will if I reopen the tailgate some.Purchased a new to me NH 648 twine-only baler. Every now and then the right side would not start a string on bale. I would get out, and pull the tail out a bit further. Manual trip and it would work fine. I would sit there and watch it and could see nothing out of the ordinary. After a bale or two. Same thing.Only word of caution is to check the sledge frame for wear.
